Vacant position of Associate professor, position I / B / 3 in the list of positions of the Department I - Fundamental Sciences with in the Faculty of Animal Science and Biotechnology, USAMV Cluj-Napoca, provided for the academic year 2019-2020, approved and validated by the Board of Directors and University Senate. The vacant position of Associate professor for an indefinite period consists of a norm of 13 conventional hours, of which 4 hours of course and 9 hours of practical work per week according to the position in the disciplines: Biophysics and agrometeorology, Biophysics and agrometeorology, Biophysics, Physics, Mathematics.
The structure of the position provides for hours in the following disciplines:
Discipline: Biophysics and agrometeorology, in the first semester, year I specialization in Animal Science - 2 h course / week / year; 4 h practical works / week / year;
Discipline: Biophysics and agrometeorology, in the first semester, with first year students from the specialization Pisciculture and Aquaculture - 2 hours course / week / year; 1 h practical work / week / year;
Discipline: Biophysics, second semester, first year Biotechnology specialization - 2 h course / week / year; 2 h practical works / week / year;

Job application contest procedures
Candidates who meet the legal conditions for submission to the competition will be invited by the university to support the contest samples according to the calendar.
The contest committee evaluates the candidate for the following aspects:
a) the level of scientific knowledge, the practical skills in the field, as well as the relevance and impact of the candidate's scientific results;
b) Candidate's ability to guide students or young researchers;
c) the candidate's didactic skills, for the posts that provide teaching activities;
d) Candidate's ability to transfer its knowledge and results to the economic or social environment or to popularize its own scientific results;
e) the candidate's ability to work in a team and the efficiency of his / her scientific collaborations, depending on the specifics of the candidate's field;
f) candidate's ability to conduct research and development projects;
g) the professional experience of the candidate in institutions other than the institution that made the post in the competition.
The professional competencies of the candidates are assessed by the competition committee on the basis of the competition dossiers and, in addition, by the competition tests.
For all open / determined positions, the first contest test is compulsorily represented by a public lecture of at least 45 minutes in which the candidate presents the most significant professional results and the university career development plan. This test also necessarily involves a session of questions from the committee and the public. The University announces the day, time and place of this test on the contest's website, at least 5 working days before the trial.
For positions of indefinite / determined by university assistant, research assistant and researcher:
a) the second competition is an oral theoretical test, based on an extract ticket containing 2-3 topics from the announced topic; the candidate will have one hour of training after which he will present the subjects orally in front of the committee.
b) the third test is a written theoretical test, based on an extract ticket containing 2-3 topics from the announced topic; the candidate will have one hour for drafting the topics; the work is taken over by the commission and noted.
c) The fourth test sample will be a practical sample specific to the job - case study, practical work with the students, analysis, etc.
For Lecturers / Lecturer and Scientific Researcher, Grade III:
a) The second contest is the public support for 50 minutes of a course and a lecture, based on a topic announced 72 hours before, on the theme of the contest.
b) The third competition will be a practical sample, specific to the job - case study, practical work with the students, analysis, etc.
For the lecturer and university professor positions as well as the second and the second degree scientific researcher, the second sample of the competition consists of:
a) public support for a 50-minute course and a lecture, based on a topic announced 72 hours before, on the theme of the competition.
b) for the contest on the positions containing in the structure of didactic activities on lines of study in foreign languages, this evidence shall be supported in the respective foreign language.
Contests run no more than 45 days after the end of the sign-up period.
The competition consists of evaluating the scientific and professional activity, as well as the didactic qualities, for the didactic positions of the candidates.
For each post, the competition committee decides the hierarchy of candidates and nominates the candidate who has achieved the best results.
The chairman of the contest committee draws up a report on the competition, based on the evaluation papers prepared by each member of the commission and in accordance with the hierarchy of the candidates decided by the committee.
The competition report is approved by decision of the contest committee and is signed by each of the members of the competition commission and by the committee chair.
The faculty council examines the observance of the procedures established by the university's own methodology and whether or not it approves the report on the competition. The Hierarchy of Candidates established by the contest committee can not be modified by the faculty council.
The university senate analyzes the observance of the procedures established by the university's own methodology and approves or not the report on the competition. The hierarchy of candidates established by the competition committee may not be amended by the University Senate.
Appointment and award of the university degree to the university after approval of the result of the competition by the University Senate is made by the Rector's decision, starting with the next semester of the competition.
For the teaching positions, for the indefinite period, the decision to appoint and award the corresponding academic title by the higher education institution, together with the competition report, is sent by the university to the Ministry of National Education and the National Council for Attestation of Titles, Diplomas and Certificates University, hereinafter referred to as CNATDCU, within two working days of the issuance of the appointment decision.
In the event that one or more persons in the higher education institution are to be in a situation of incompatibility following Art. 295 par. (4) of the Law no. 1/2011, the appointment to the post and the granting of the university degree or professional degree of research and development can take place only after the settlement of the incompatibility situation (s). The way of solving the incompatibility situation is approved by the Senate and communicated to the Ministry of National Education within two working days of the settlement.
Infringement of the provisions of Art.295 par. (3) and (4) of the Education Law leads to the invalidation of the contest and the punishment of the culprit.
The chairmen of the competition commissions, the department heads, the deans of the faculties and the Rector are answerable to the University Senate for the good performance of the job contests, in compliance with the quality standards, the university ethics and the legislation in force. Under conditions of finding irregularities, the University Senate may apply sanctions up to their dismissal.
If the post has not been filled, the contest can be resumed in full compliance with the contest procedure.
The result of the contest is published on the contest website within two working days of the contest being finalized.
The University shall draw up annually, by 1 September at the latest, an annual report on the organization, conduct and completion of competitions for teaching and research positions. The report is sent for notification to the Ministry of National Education and CNATDCU.
Complaints may be filed solely for non-compliance with legal procedures or provided in the USAMVCN methodology. Appeals filed by persons other than candidates are submitted to the Senate for resolution.
If a candidate has evidence that he / she is not able to comply with the legal tender procedures, the candidate may file an appeal within 5 working days of the communication of the result. The contestation shall be made in writing, registered at the university registry and shall be settled by the competition commission.
The non-observance of the provisions of the own methodology by the persons with attributions in the procedure of organizing and conducting the competitions constitutes disciplinary offense and is sanctioned according to the provisions of Law no. 1/2011 or other legal provisions, depending on the framing of the deed.

List of documents
In order to enroll in the contest for teaching or research, the candidate shall draw up a file containing the following documents:
a) the application form for the contest, on a standardized form, signed by the candidate, which also includes a declaration on the responsibility for verifying the information presented in the file;
(b) a copy of the identity card or, if the applicant does not have an identity card, passport or other identity document drawn up for a purpose equivalent to the identity card or passport, signed by the candidate;
c) if the candidate changed his / her name, copies of documents proving the change of name - marriage certificate or proof of name change, signed by the candidate;
d) the applicant's criminal record certificate;
e) baccalaureate, master's (if any) diploma and doctoral diploma, accompanied by the diploma / diploma supplements, or, if the original diplomas are not recognized in Romania, the attestations of recognition or equivalence of the diploma them. The said papers will be presented in original and photocopies to the chief secretary, to certify compliance with the original.
f) photocopies of other diplomas certifying candidate's studies;
g) candidate's curriculum vitae in print and electronic format;
h) list of papers of the candidate in printed and electronic format;
j) photocopy of the cover of the books submitted to the file. Also, the books will be submitted to the file as an attachment, accompanied by the opinion of the Didactic Council or the Research Development Innovation Council (where applicable - books written after 2012 by USAMVCN candidates);
k) documents certifying the membership or director / responsible in research grants obtained through the competition;
l) documents certifying the membership in scientific societies;
m) the summary, in Romanian and in an international language, of the doctoral dissertation or, up to one page per language;
n) the type sheet for verifying compliance with the university presentation standards for the competition. The verification sheet is completed and signed by the candidate;
o) a proposal to develop the university career of the candidate, both from the didactic point of view, in the case of didactic posts and from the point of view of the scientific research activities; the proposal is drafted by the candidate, contains up to 10 pages and is one of the main criteria for the selection of candidates.
p) letters of characterization / recommendation from the head of the department / institution in which the candidate was either employed or enrolled as a student.
r) Certificate of linguistic competence for at least one European and international language (English, French, German, Spanish, Italian) for all candidates, regardless of the job they are applying for. The provision applies to all didactic and research functions and refers to the B2-1 level of competence.
For teachers who have taught classes in foreign language courses, the minimum level of competence is B2-2. Thus, the minimum B2-2 language certificate submitted by the candidate must have international recognition being issued by competent institutions obligatory for the language of the study program;
s) the graduation certificate of the Teaching Staff in Education, level II (for the positions of assistant and chief of works). Graduates who have graduated with a bachelor's degree / graduation long or short-term university studies until 2005 are considered to have fulfilled the level I and II psycho-pedagogical training if they are proofs of the discipline: school psychology, pedagogy, methodical specialty teaching and pedagogical practice at the specialty entered in the bachelor's degree / graduation (Law No. 1/2011, Art. 238).
copy of the certificate of attestation (for the positions of university professor);
t) declaration on the person's own responsibility indicating the incompatibility cases provided by Law no. 1/2011 in which the contest was won or the lack of these incompatibilities;
u) self-declaration of the candidate indicating the incompatibility cases stipulated by GD 457/2011 regarding the persons involved in the contest procedure;
x) three medical certificates issued by three primary doctors (in the specialties of neurology, psychiatry, ENT) certifying the lack of incompatible diseases with the teaching career as well as a medical certificate from the family doctor for employment;
y) A CD / DVD containing all scanned content is attached to the contest file for transmission to the contest committee. The CD / DVD must also include:
- Checklist (in Excel format, according to the CNATDCU Minimum Standards);
- List of works and ISI and BDI required by the minimum criteria (in word / pdf format);
- Curriculum vitae of the candidate.
